My caryopteris needs pruning — it hasn’t been cut back in several years. As a result, the stems are quite woody and about 1” diameter. Can this be pruned down to 1’ above the ground, or should I use a different approach?

I have a flowering plum tree that I had put a couple hoses in metal cords anchored to metal posts driven into the ground to keep the tree upright when it had almost fallen over several years ago. It is much larger now but the hose/metal cord is now grown into the tree. Should I just leave it grown into the tree or try to take it out?
